The highest average score, from the list of average scores of the latest graduating classes of the various business schools you wish to apply to, should be your GMAT goal score.
For example, you selected any 5 business schools. Now, the average GMAT score for the class of 2020 at these business schools is 650, 670, 650, 690, and 660 respectively, the highest score in this list is 690. Thus, your GMAT goal score should be above 690 as it would mean you have above average scores for all colleges in your list.
However, if your target business schools land in the top tier business schools, do not use the average GMAT score for your goal score. In this case, use the 80th percentile score from their graduating class to really have a competitive advantage.
